Building a VALORANT roster from scratch — where do you start?

We just locked in a controller and a sentinel and now have to decide whether to build around a duelist or find someone who flexes. For people who have built rosters before: role-first or player-first? We have been trialling through the community here and it has been way more fun than ranked roulette.
